What is the Enhanced Energy Affordability Program?
The New York Enhanced Energy Affordability Program (EEAP) provides monthly bill discounts for income‑qualified households across New York State. National Fuel enrolls eligible customers based on their household income level/size.
What if I’m enrolled in the Energy Affordability Program? Can I still apply for EEAP?
Customers can be enrolled in only one program—either the Energy Affordability Program (EAP) or EEAP.
- EAP is available to households receiving eligible government assistance benefits.
- EEAP is available to customers who do not qualify for EAP but may qualify for bill discounts based on income.
To qualify, you must:
- Have an active natural gas account with National Fuel.
- Have household income under the figures in the following table based on your household size (see maximum annual income limits below).
- Provide complete documentation of your entire household’s income for the last month.

What is the discount amount?
Discounts for National Fuel customers range from $1 to $3.

How long am I enrolled if approved?
Approved accounts remain enrolled in the bill discount program for 18 months.
Please note:
- EEAP is a 2‑year pilot beginning in January 2026.
- The program may be modified by the state, which could affect enrollment, enrollment duration, or discount levels.

- Pay stubs
- Social Security or pension statements
- Self‑employment records

Can I still apply for HEAP if I enroll in EEAP?
Yes. You can apply for HEAP while enrolled in EEAP.
The Home Energy Assistance Program (HEAP) provides assistance to help pay for energy bills. You can apply for HEAP through the Office of Temporary and Disability Assistance (OTDA).
