How to Become a Marketer in Pennsylvania

From contact information to Electronic Data Interchange (EDI) requirements, if you’re a Marketer or Supplier in Pennsylvania wishing to participate in the National Fuel Gas Distribution program, you’ll find all the information you need to get started outlined below.

Follow these simple steps:

Initiate information collection.

  • Contact marketer liaison, Dan Czechowicz at 716-857-6917.
  • Email all pertinent business party information including contact names, telephone numbers, business addresses, e-mail addresses and desired start date to CzechowiczD@natfuel.com.

Complete Pennsylvania Public Utility Commission (PA PUC) requirements to become a gas marketer and Pennsylvania Department of State requirements to conduct business.

Apply to become a gas marketer on National Fuel Gas Distribution Corporation.

Fulfill EDI requirements.

  • Perform Phase III EDI testing with National Fuel Gas. Contact Dan Czechowicz at 716-857-6917 or TSSsupport@natfuel.com.
  • Complete the Trading Partner Worksheet/Connectivity Profile form  and email edisupport@ecinfosystems.com and TSSsupport@natfuel.com.
  • Complete the Trading Partner Agreement. National Fuel will forward the agreement to the gas marketer for signature by an authorized representative of the gas marketer (e.g., Corporation: President or Vice President, Limited Liability Company: Manager or Member, Limited Liability Partnership: Manager or Limited Partnership: General Partner). The designated individual must sign two originals of the agreement.
  • Complete the Data Security Agreement including the Exhibit A- Self-Attestation of Information Security Controls. This agreement must be signed by an authorized representative of the gas marketer (e.g., Corporation: President or Vice President, Limited Liability Company: Manager or Member, Limited Liability Partnership: Manager, and Limited Partnership: General Partner). Two originals of the agreement must be returned to the National Fuel Gas Distribution Corporation (NFGDC).

Agreement Authorization

  • Depending upon the service the gas marketer has selected on the credit application completed in step 3 above, National Fuel will forward to the gas marketer one or more of the agreements listed below for signature by an authorized representative of the gas marketer (e.g., Corporation: President or Vice President, Limited Liability Company: Manager or Member, Limited Liability Partnership: Manager or Limited Partnership: General Partner). Any questions about the agreements should be directed to Joanne Maciok at TSSsupport@natfuel.com.

    ****Upon receipt of the SATS Agreement from National Fuel, please read Section VII B of the SATS Agreement and decide whether National Fuel should bill SATC customers for gas supplies on behalf of the gas marketer. If the decision is that National Fuel should bill the SATC Customers for gas supplies sold, please ensure that the full legal name of the company is typed where indicated in Section VII B and ensure that an authorized representative of the gas marketer(e.g., Corporation: President or Vice President, Limited Liability Company: Manager or Member, Limited Liability Partnership: Manager or Limited Partnership: General Partner) signs his or her name on the signature line provided in Section VII B of the agreement and also prints his or her name and title where indicated in the agreement.

Meet Capacity Release requirements (for SATS program only).

A Supplier may become an approved shipper and directly accept releases of capacity or designate an approved shipper as their upstream agent to handle releases of capacity on their behalf.

  • Become an Approved Shipper on upstream pipelines.
  • Designate an agent by submitting an Upstream Agency Consent Form. (It is necessary to submit one original that is signed by an authorized representative of the Agent and Shipper designated (e.g., Corporation: President or Vice President, Limited Liability Company: Manager or Member, Limited Liability Partnership: Manager, or Limited Partnership: General Partner) to Dan Czechowicz in step 1 above.)
  • Contact Nick Pasquarella from the National Fuel Gas Distribution Corporation (NFGDC) Gas Supply Administration Department at 716-857-7010 or pasquarellan@natfuel.com, or Dan Czechowicz from NFDGC Gas Supply Administration Department at 716-857-6917 or czechowiczd@natfuel.com for details on the capacity release program.

Gas Scheduling Operations (National Fuel Gas Distribution Corporation

  • Reference all market pool/production pool manuals.
  • Complete the Supplier Acknowledgement Form. (It is necessary to submit one original that is signed by authorized representative of the gas marketer (e.g., Corporation: President or Vice President, Limited Liability Company: Manager or Member, Limited Liability Partnership: Manager, or Limited Partnership: General Partner) to Dan Czechowicz at the address noted in step 1 above.)
  • Complete the TSS Liability Waiver Form. (It is necessary to submit one original that is signed by authorized representative of the gas marketer (e.g., Corporation: President or Vice President, Limited Liability Company: Manager or Member, Limited Liability Partnership: Manager, or Limited Partnership: General Partner) to Dan Czechowicz at the address noted in step 1 above.)
  • Complete the Market Pool/Production Pool Initiation Form and fax to 716-857-7479 or send via email to TSSsupport@natfuel.com.
  • Complete the User Roles Request Form and fax to 716-857-7479 or email to TSSsupport@natfuel.com.
    • At least one External Administrator must be designated for each business party.
    • All User Roles Request Forms must be signed by the External Administrator.
  • Complete the Delegation Maintenance Form  if assigning nomination and scheduling responsibility to a marketer currently doing business on the NFGDC system. Fax to 716-857-7479 or email TSSsupport@natfuel.com.
  • Complete the Transportation Scheduling System (TSS) training. Contact Dan Czechowicz at 716-857-6917 or CzechowiczD@natfuel.com or the Transportation Services Help Desk at 716-857-7232 or TSSsupport@natfuel.com to arrange.

Gas Scheduling Operations (National Fuel Gas Supply Corporation—Interstate Pipeline division of National Fuel Gas)

  • Obtain login rights to the Supply Business System (SBS) nomination program. Call the general NFGSC Transportation & Exchange Contact at 716-857-6960 for further information.
  • Complete training on SBS.

Enroll customers.

  • Contact TSD-Billing at 716-857-7432 or TSD-Billing@natfuel.com for an Aggregator Group number.
  • Submit billing logo and/or billing message (limited to six lines, 80 characters each) if selecting the Utility Consolidated billing option.

Submit rates.

Define web listing.

  • Note that a NFGDC website listing needs to be defined whether or not the marketer is accepting various types of customers.
  • Submit website listing to TSSsupport@natfuel.com.
